Vulkan targets high-performance realtime 3D graphics applications such as video games and interactive media across all platforms. $\begingroup$ @MobyDisk - actually, the C++ analogy is right on, though "C vs Java" or "C vs C#" might be a better comparison. Vulkan is a lower-level API than OpenGL, not a next-gen replacement. According to Khronos, they are "complementary". Eventually I expect we'll see an OpenGL-inspired layer on top of Vulkan.
